Identifying a 4-stroke

Here are a couple of photos of a 4-stroke engine I need help identifying. The photo shows a makeshift hay-type pulley, which doesn't belong there. It also has no means of cooling. It has an updraft carburetor and primer cup. Also, it has a dipstick for the oil pan. Louis Brumaghim, 5678 State Route 10, Cobleskill, NY 12043.
